Dear Cedars Families,
We hope you are enjoying a great Summer Break and are gearing up for the First Day of School on Wednesday, August 13.
As we prepare for the start of the school year, we want to make sure our families are informed regarding a new state law, House Bill 1481, that was recently passed by the Texas Legislature.
Beginning with the 2025–2026 school year, this new state law prohibits students from using personal communication devices during the instructional day while on school grounds. This includes cell phones, smartwatches, tablets, earbuds, and any other device capable of digital or telecommunication.
What This Means for Our Students
Students may bring personal communication devices to school, but they must be turned off, out of sight, and stored away in their backpack, pocket, laptop sleeve, or other personal belongings while on school grounds from the first bell to the end of the instructional day, including during class and passing periods, lunch, and recess.
The law requires disciplinary consequences for the use of personal communication devices during the instructional day while on school grounds. Exceptions are provided for students covered under a Section 504 plan or an Individualized Education Program (IEP) that includes personal communication devices as an accommodation. Access will be permitted as outlined in their plans.
Communication and Support
Cedars International has already implemented similar personal communication device expectations for students last school year and found that our students were less distracted, resulting in more focused learning environments and increased positive face-to-face interactions for students and staff.
Before the first day of school, we encourage you to discuss this new Texas law with your children and emphasize the importance of focusing on learning throughout the school day. School leadership will also communicate to students the expectations and consequences for failing to keep personal communication devices off and out of sight when they return to school.
